On May 17, Li Fan, university leader (Vice President Level), on behalf of Jilin University, attended the opening ceremony of the 10th Week of Education with the motto “Education without Borders” by SCO member states in Dalian University of Foreign Languages, and exchanged views with representatives from universities in SCO member states with regard to projects in information technology, regional studies, energy and etc. Attendees at the opening ceremony include: Liu Limin, vice minister of Ministry of Education of PRC, Yu Jihai, deputy director of Department of International Affairs of MOE, vice minister of Ministry of Education and Science of the Republic of Tajikistan, deputy director of Department of International Affairs of Department of Education and Science of Russian Federation, and embassies and consulates in China, leaders from Liaoning provincial government and Dalian municipal government, and representatives of universities in SCO member states. Ji-Hong Ouyang, Vice Dean of computer science and technology college and related personnel from Office of Global Engagement attended Week of Education together.
After the opening ceremony, Ji-Hong Ouyang hosted the roundtable on information technology of universities in SCO member states, discussed about cooperation in talent development and scientific research, and shared experience and issues in project implementation and key emphasis in future work with project representatives of universities in China, Russia and Kazakhstan, and delivered a speech at the summarizing section at the roundtable on behalf of information and technology area.
SCO was established 15 years ago and SCO cooperation in education started 10 years ago. This Education of Week was firstly held in other SCO member state than Russia. Jilin University was designated by Ministry of Education as one of the first-batch universities in China for cooperation within SCO and China’s leading university to cooperate in information technology. In Apr. 2013, seven preferentially-developing fields were open to all project universities within SCO; besides taking the lead in IT, JLU also participated in cooperation in regional studies and energy studies. Since 2013, JLU and St Petersburg Institute of information technology, mechanical and optical University hold a dual degree master program in IT, sending two or three student to learn for a year in St Petersburg Institute each year. Since 2015, JLU and Altai State University hold a dual degree master program in regional studies, sending one or two students to learn there for one year annually and receiving one to four students from Altai State University to learn for a year.
